NATIONAL EMS MANAGEMENT ASSOCIATION
COMMITTEE and PROJECT TEAM STRUCTURE AND FUNCTION
NEMSMA conducts business through two functional structures – committees and project teams.
COMMITTEES are standing entities that are responsible for major areas of organizational endeavor. Committees are chaired by a member of the Board of Directors, and have membership composed of Association principal members.
POLICY COMMITTEE – This committee is responsible for formulating Association policy and position statements, both internal and external. It develops standard operating policies to guide the board and association business. It formulates Association response to external activities (for example, requests for comment from Federal agencies and other EMS organizations), and develops NEMSMA-initiated position papers on issues of concern to the Association and its members. The current chair of the Policy Committee is Troy Hagen, M.B.A., EMT-P, NEMSMA’s Corporate Secretary.
DEVELOPMENT COMMITTEE (Proposed) – This committee is responsible for reviewing funding streams, researching partnerships, grants, donations and other opportunities for funding for the association. The committee will develop strategies, policies and procedures to ensure financial support for association programs. This committee provides advice to the Board of Directors on fundraising and sponsorship activities and monitors the implementation of fundraising efforts. The current chair of the Development Committee is Sean Caffrey, M.B.A., NREMTP, NEMSMA’s Treasurer.
EDUCATION COMMITTEE – This committee is responsible for NEMSMA’s educational efforts, including conferences, workshops, webinars, and distance education. The committee works closely with the staff of EMS EXPO on the design of its management track, and collaborates with the North Central EMS Institute on the “Big National Conference for Leaders of Small and Medium-sized EMS Agencies.” The current chair of the Education Committee is Aarron Reinert, B.A., EMT-P, one of NEMSMA’s Directors-at-Large.
LEADERSHIP AGENDA COMMITTEE – This committee is responsible for advancing and enhancing NEMSMA’s “EMS Leadership Agenda” document, and following it through to fruition. The current chair of the EMS Leadership Agenda Committee is Skip Kirkwood, M.S., J.D., EMT-P, NEMSMA’s President-Elect.
AWARDS COMMITTEE – This committee is responsible for NEMSMA’s Awards Program, including the National EMS Executive of the Year award (in cooperation with the National Association of EMTs and EMS EXPO). The current chair of the Awards Committee is NEMSMA Director-at-Large Mike Touchstone, B.S., EMT-P.
PROJECT TEAMS are groups assigned responsibility for specific organizational projects. They are ad hoc in nature and are formed and dissolved based on the needs and the lifespan of particular projects.
MANAGEMENT TEXT REVIEW PROJECT TEAM TEAM – Responsible for fulfillment of NEMSMA’s contract with a major national EMS publisher to review EMS management materials prior to publication. This team is currently led by Director/Secretary Troy Hagen.
FESHE AMBULANCE SERVICE MANAGEMENT TEXT – This team is responsible for fulfillment of NEMSMA’s agreement to produce a college-level ambulance service management textbook in support of FESHE’s baccalaureate program in EMS Management. This team is currently led by President-Elect Skip Kirkwood.
COMMUNITY BENEFIT RERPORTING TOOLKIT – This team is responsible for developing a “community benefit reporting toolkit” along the lines of that used by Critical Access Hospitals, to assist EMS agencies in describing and demonstrating the value that they add to the community. This project is headed by NEMSMA Director/Treasurer Sean Caffrey, MBA, EMT-P, CMO.
HOMELAND SECURITY BLOG – The Homeland Security Blog was established to provide an outlet for ideas and discussion on homeland security issues, particularly as they pertain to the first responder community. The site is intended as a free resource for first responders and homeland security professionals who care about the issues. NEMSMA is a participating organization. President Gary Wingrove and Director/Secretary Troy Hagen contribute articles representing EMS-specific homeland security issues for discussion.
DEVELOPING A PRE-HIRING PSYCHOLOGICAL SCREENING INSTRUMENT – NEMSMA has partnered with MHS, Inc., an international testing firm with a strong public safety focus, to develop a valid “selection instrument” for EMS personnel. This project is headed by NEMSMA President Gary Wingrove.
ADVOCACY and ASSOCIATION PARTNERSHIPS
NATIONAL EMS ADVISORY COUNCIL – NEMSAC serves as an ongoing forum to provide NHTSA and the Department of Transportation (DOT) advice and recommendations from nongovernmental organizations and people on a range of issues. Both President Gary Wingrove and Director-at-Large Aarron Reinert serve as NEMSAC members. Director and Corporate Secretary Troy Hagen serves as a member of the Finance Committee.
COMMISSION ON PROFESSIONAL CREDENTIALING – A business unit of the Centers for Public Safety Excellence (www.publicsafetyexcellence.org), the CPC develops the standards for credentialing of Chief Fire Officers (CFO) and Chief Medical Officers (CMO) and awards CFO and CMO designations. President-Elect Skip Kirkwood serves as a member of the CPC.
CENTER FOR LEADERSHIP, INNOVATION AND RESEARCH and the EMS AGENCY RESEARCH NETWORK – CLIR was created by NEMSMA and the North Central EMS Institute to facilitate training programs, innovations and research. The EMS agency benchmarking program previously administered by NEMSMA and NCEMSI has transitioned to CLIR. We have expanded an existing relationship between NCEMSI and Center for Emergency Medicine to create the EMS Agency Research Network (EMSARN) which allows EMS agencies to sign up to participate in one or more research projects with their peers.
RURAL HEALTH INFORMATION TECHNOLOGY COALITION – NEMSMA represents the EMS community in this coalition, which is dedicated to increasing the adoption of electronic medical records among rural healthcare providers.
